Mayor SMITH presiding.
Present - Ald. BUCKERIDGE, CUNNINGHAM, DAY, GARDNER, GESLEY, HANSEN, HEWITT,
LEDELL, MERRILL, MUELLER, NEEDHAM, SHARP - 12.
Absent - Ald. CLARKE, HELM, POLLOCK - 3.
The minutes of the meeting of August 6th were read and approved.
On motion the regular order of business was dispensed with.
Ald. CUNNINGHAM presented the following petition, which was referred to the Board of Public Works to report
at the next meeting of the Council:

To the Honorable Mayor and Common Council of the city of Beloit: -
The undersigned property owners and residents of Elm street, between E and D streets, would
respectfully call you attention to the condition of said street. Some two or three years ago the water extension was put in and the street was left in very bad condition. There are high ridges and low places and water does not drain off after it rains. We would ask that you have the street leveled and low places filled, and provide some way to carry off the water which floods our property, causing great damage to health and property for which you petitioners would ever pray.

Ald. SHARP, for the Police committee, reported on the bids for repairing the jail that the bid of CUNNINGHAM
Bros. for $279.00 was the lowest, and recommended that the contract be given them.
On motion the report was adopted and contract awarded CUNNINGHAM Bros.
Ald. SHARP, for the Police committee, reported recommending that the bid of FRANZ & NEWTON at $95.00
for plumbing the jail be accepted.
On motion the report was adopted and FRANZ & NEWTON given contract for plumbing.
On motion of Ald. CUNNINGHAM the Judiciary committee and City Attorney were instructed to investigate and
report at the next meeting of the Council the feasibility of a dog pound and dog catchers.
Ald. BUCKERIDGE presented the following proposed ordinance, which was read the first time in full and the
second time by title and laid over under the rules.

            ORDINANCE NO. --
An ordinance to provide for the construction of a main sewer in the street or alley sometimes call[ed] "Rouse
Street" in Sewerage District C.; to provide for the payment of the same and for the contract for constructing said sewer.
The Mayor and the Common Council of the City of Beloit do ordain:
Section 1. A main sewer is hereby ordered to be constructed and laid in Sewerage District C in the
City of Beloit upon the street or alley, extending from Third street to Fourth street in said city, sometimes called "Rouse Street," the same to extend from the man-hole now constructed on Fourth Street opposite the west end of said street or alley, through said street or alley to the man-hole to be constructed about the center of Third street opposite the east end of said street or alley as contemplated in the plans of said Sewerage District now on file in the City Clerk's office. The said sewer shall be constructed in all respects as contemplated by the plans of said district now on file in the City Clerk's office.
Section 2. The said sewer shall consist of 8 inch vitrified sewer pipe together with one lamp hole on
the line of the same in said street or alley and one man-hole opposite the east end of said street or alley in Third Street as contemplated in said plans.
Section 3. The cost of constructing said sewer shall be paid as follows: So much thereof as shall be at street crossings out of the funds of Sewerage District C, and, of the remainder, all of the cost thereof in excess of fifty cents per linear foot, for the whole length of [continue to Page 53]
