We have spent our money in good faith, and feel that we will be accorded fair treatment, if the matter
is looked at from a public spirited view.

    Ald. CLARKE presented the following petition which was laid on the table:

To the Hon. Mayor and Common Council of the City of Beloit.
Gentlemen: -
The undersigned owners of property abutting on Prospect street, respectfully petition your honorable
body and request that you do not grant any license or franchise authorizing the construction of a street railway along said Prospect street.

A communication was received from the Beloit Water Works company withdrawing the offer made in the last
paragraph of its communication presented to the Council at the meeting of Dec. 10, 1900.
The communication was received and placed on file.
Ald. POLLOCK presented the following petition which was referred to the Taxes committee.

To the Honorable Common Council of the City of Beloit, Wisconsin.
The petition of Marcus SILBER of the city of Beloit, county of Rock and state of Wisconsin, respect-
fully represents:
That the said Marcus SILBER has been and now is a citizen of said city of Beloit, for two years last
past, engaged in the business of selling Dry Goods.
That on the 18th day of Dec. A.D. 1900; the said petitioner being desirous of conducting an auction
sale to dispose of his said stock of Dry Goods and fixtures so as to close out his business and retire entirely from said business in the said city, did secure a license for the term of (1) year and paying for the same privilege $75.00.
That at the time he secured same he was advised and believed and still does believe that the city of
Beloit had no power to compel him to take out such license, he being a resident of said city intending solely to close his stock and for no other purpose.
Your petitioner further believes that he came within the section of the ordinance regulating "Auctions
and Auctioneers," Page ---- Sec. ---- of said City Charter and ordinances, clearly and expressly exempting such persons from taking out any license.
That the reason he took out said license was for the purpose of avoiding any trouble and litigation,
as he was informed and really believes that the authorities, in case he failed to take out said license, would annoy and cause trouble for him.
That he therefore and pursuant to such threats on the part of said authorities did consent to pay into
the treasury of said city the amount of $75.00 for the privilege of disposing of his stock at auction.
That after said license was issued he attempted to conduct an auction sale of his stock of merchan-
dise and did sell at auction for four (4) days.
That after conducting such sale for that length of time he discontinued welling his goods any longer
at public auction and has not since that time sold any goods at auction.
That in equity and justice he believes that your honorable body should permit him to return and
surrender up to the proper authority said license and to have returned to him a fair and just proportion of such $75.00.

Marcus SILBER being first duly sworn on oath deposes and says that he is the petitioner named in
the foregoing petition, that he has heard read the said petition, that he knows the contents thereof and that the same is true to his own knowledge, as to all the facts stated therein.
